Senior Contract Administrator

Reporting to the Supervisor Contract Administration, the successful candidate is responsible to coordinate and administer the day to day activities associated with tendering/contract award and subsequent contract administration activities. These responsibilities will be relating to contracts involving complex, high value contracts concerning revenue vehicles, construction, design/build requirements, engineering/architectural consultants, technical services, engineered equipment and retail leasing.

Responsibilities:
  • Coordinate and administer the process for prequalification of bidders and develop bidder lists for major acquisitions
  • Develop commercial conditions/documentation for tenders/proposals and contracts
  • Coordinate the tender process including preparation of public advertisements
  • Coordinate all communication with bidders and providing responses to bidders enquiries prior to bid closing
  • Complete commercial evaluations and joint commercial/technical recommendation reports for consultants
  • Coordinate contract award and execution processes and prepare award letters, purchase orders and contract documents
  • Interpret contracts and ensure compliance with contract terms and the requirements of the scope of the work
  • Administer payment processes including negotiating contract price breakdowns, progress payments, off­site inventory payments, certificates of payment and assess back charges and liquidated damages
  • Process releases of holdback payments as per the construction lien act
  • Prepare annual accruals as required
  • Prepare estimates for proposed changes/amendments/claims
  • Process requests for quotes, contract amendments/changes and change directives
  • Process documentation for contract close out


 



Requirements:
  • A relevant educational degree or suitable post secondary education, preferably in law, business administration, engineering or equivalent experience in related field
  • Experience working on Transit related projects is preferred
  • Minimum 10 years related Contract Administration having worked on complex/large construction projects
  • Accreditation as a Certified Professional Purchaser (C.P.P.) or as a Certified Public
  • Purchasing Officer (C.P.P.O) or as a Certified Contract Administrator is preferred
  • Experience in the procurement of complex technical requirements including specialized engineering equipment, construction contracts, engineering/architectural design contracts and requests for proposals
  • Required to be able to read and comprehend technical specifications and drawings
  • Requires strong communications skills
