Manager, Estimating – Project Controls Department

Responsibilities:
  • Responsible for the management and execution of all estimating activities carried out for large capital programs & projects, with values ranging from $50 Million to $5+ Billion
  • Developing and maintaining estimation policies and procedures to be used by all Estimators, project teams, consultants and Contract Administrators, including the estimates for the various stages of design development and the preparation of cost breakdown/price schedule documents components of engineering projects
  • Leadership, supervision, and management of a team of 10-15 multidisciplinary Estimators (Civil, Structural, Architectural, Mechanical, Electrical, Systems)
  • Provides estimating services to the project teams and project stakeholders for all phases of work
  • Prepares Engineer’s estimates and reviews the project estimates and budgets
  • Advises senior management and key project stakeholders on technical matters and associated cost impacts
  • Overseeing as well as directly participating in the preparation of the above described cost estimates for buildings, structures, utilities, mechanical, electrical systems, operating system elements related to rapid transit for new construction, repair and renovation projects
  • Develops, maintains and ensures adherence to the estimating policies, practices and procedures which are to be used by all project teams, consultants or outside agencies
  • Prepares detailed quantity surveys for all trades, coordinating contract drawings and specifications in the preparation of cost breakdowns/price schedules and indentifying and reporting on errors, omissions, discrepancies, ambiguities, etc. from detailed analysis of contract drawings and specifications
  • Organizes, prepares and maintains an up-to-date computerized estimating cost database based on historical data, market research, construction cost indices and trends as well as overseeing and ensuring the consistent accurate application of the computerized estimating system
  • Reviews, reports and recommends adjustments on cost estimates prepared by consultants, or other outside agencies to ensure accuracy, comprehensive and consistency within guidelines
  • Analyzes, evaluates and reports on contractors’ tenders as well as recommends the reallocation of monies within the total awarded tender sum to ensure a balanced bid for payment purposes
  • Prepares and reports on cost variances, tender comparisons, post bid analysis, basis of estimates, cost reduction strategies and remedial measures, as well as advising and liaising with senior management on technical matters related to capital cost estimating Providing cost liaison with outside agencies and other transit authorities Maintains files and records for work performed by the sections Provides instruction, advice guidance training, performance reviews and recommendations on action to section staff as well as establishing measurable standards and ensuring safe conduct of work, effective supervision and optimum utilization of human and material resources




 



Requirements:
  • Extensive cost estimating and leadership experience in large Engineering & Construction projects
  • Experience in transit/transportation capital projects is strongly preferred
  • Well developed leadership, supervisory, organizational and administrative skills
  • Expertise in the application of practices and procedures for estimating involved in large, complex construction projects
  • Fundamental knowledge of engineering principles and practices, combined with a good understanding of construction methodology
  • Proven experience in the supervision, coordination and preparation of all ranges of estimates, with skill emphasis on the ability to prepare conceptual estimates based on minimal information as well as definitive estimates
  • Sound understanding of the capital budget process, budgeting methodology, and the application of escalation indices, as well as knowledge of project administration and cost management concepts
  • Sound judgment and initiative in identifying and pricing risks and problems
  • Excellent interpersonal / presentation, verbal and written communication skills
  • Conversant with computer based estimating software (Timberline), spreadsheets, databases and other related computer applications
  • Professional certification with the Ontario Institute of Quantity Surveyors (OIQS), American Association of Cost Engineers (AACE), or similar technical association (preferred)
  • Experience in the implementation of technical tools, policies and processes for effective Project Controls and Program Management
  • Experience (preferred) with Program Management and/or Project Controls software tools, such as Primavera Contract Manager (CM13 or Expedition), Primavera P6/P5/P3, EcoSys, and/or SharePoint
  • Overall sound understanding an experience in a Project Controls environment, including Cost, Estimating, Budget, Contract Management, Change Management, Procurement, Contract Administration, Scheduling, and Risk Management
  • Excellent interpersonal and communication skills, with the ability to support change in a complex environment
  • Degree or diploma in Engineering, Project Management, or a related field
