As Comtech's founder and Chair of the Board of Directors, Jason Claxton establishes the overall vision and direction of the firm, ensuring Comtech moves toward achieving its strategic goals. Jason is a Professional Engineer with over 25 years of demonstrated experience in integrated project delivery, executive leadership, and business planning and development. Under his governance, Comtech continues to grow as the preeminent provider of program management and advisory services in North America.

Hugo Blasutta

PRESIDENT & CHIEF EXECUTIVE OFFICER

Hugo Blasutta provides executive oversight of the Executive Leadership Team, guiding Comtech to execute our strategic plan and realize our vision. Hugo has 40 years of experience in the consulting services industry in Canada and internationally, with a focus on strategic planning, corporate development, business development, risk management, corporate compliance and operational management. He is a holder of the Institute of Corporate Directors' ICD.D designation and a licensed Professional Engineering in Ontario.

He has over 20 years of experience as a finance executive and business partner across several industry sectors. A Chartered Professional Accountant, Jason excels at leading transformational change and collaboration, enabling organizational efficiencies and optimized performance.

Andrew Philip leads Comtech's Transportation and Infrastructure Business Line providing integrated program management, program controls, technical advisory and project management services to public sector transportation clients. Andrew is a Professional Engineer with over 35 years of experience in the consulting engineering industry helping clients plan, design, construct and manage complex infrastructure programs and projects.

Chris Swail leads our Buildings and Facilities Business Line working with public and private sector clients throughout Canada and the United States on project development and delivery, including public-private partnership (P3). Based in Ottawa, Chris has more than 20 years of experience leading teams to develop, integrate and achieve program and project delivery success. He also leads Comtech's growth in Ottawa and Eastern Canada.

Candice Foster leads People and Culture at Comtech, overseeing all human resources, employee development and environment, health and safety programs, as well as key change management initiatives. She holds a Masters of Business Administration from Schulich School of Business.

He also leads Comtech’s business development efforts in the United States. Elie is a Professional Engineer and certified Project Management Professional.

Silvano Florindi

VICE PRESIDENT, TRANSIT

Silvano Florindi is responsible for Comtech’s transit advisory and project management business, supporting Comtech’s clients on some of the most complex transit projects in North America. Silvano has more than 30 years of experience delivering transit projects through all lifecycle phases, including early planning stages, design, environmental assessment, procurement, construction, commissioning, and final acceptance and handover to clients. Silvano is a Professional Engineer and a member of the Canadian Society for Civil Engineering.

VICE PRESIDENT, PROGRAM MANAGEMENT

Houtan Seirafian leads Comtech’s program management and program controls business, delivering complex capital infrastructure programs using integrated digital solutions and advanced program management processes and techniques. A certified Project Management Professional, Houtan has over 25 years of experience in program and project management, project controls and business information system implementation and management, and project controls for high-value infrastructure projects up to $50 billion in capital value.

Charles Wheeler

SENIOR ADVISOR, TRANSPORTATION AND INFRASTRUCTURE

Charles Wheeler has 38 years of experience managing large, complex, urban transit infrastructure and rapid transit projects. His portfolio of work includes TTC’s Transit City Light Rail Program, the Spadina Subway Extension, Scarborough Subway Extension (SSE), and Yonge North Subway Extension (YNSE); as well as York Region vivaNext BRT and the City of Ottawa Light Rail Transit (OLRT) Programs. As a Senior Advisor to Comtech, Charles provides technical expertise and thought leadership to clients, staff and industry peers.
